          "An Act conferring original jurisdiction on the                                                                       
          Alaska Supreme Court for the purposes of providing                                                                    
          judicial review of a final decision by the                                                                            
          commissioner of natural resources terminating an oil                                                                  
          or gas unit or lease; amending Rules 202, 204, 601,                                                                   
          and 602, Alaska Rules of Appellate Procedure; and
